This position is located in Kabul, Afghanistan, UNODC Country Office in Afghanistan (COAFG). Under the direct supervision and guidance of the UNODC Country Representative, and/or the designated official the incumbent will: (a) ensure the strategic direction and management of the Counter Narcotics Programme and act as an advisor to senior management of UNODC as well as to senior Government officials on all aspects of counter narcotics in Afghanistan relating to counter-narcotics (i.e. Ministry of Counter Narcotics) and livelihood; (b) coordinate counter-narcotics capacity building and livelihood efforts among international partners with a view to ensure an integrated approach to development, and (c) liaise closely with organisations and diplomatic missions in the formulation and communication of counter narcotics and livelihood policy and strategy. In particular, the incumbent will: -Manage project, including continued monitoring of implementation and ensuring compliance with UNODC standards and procedures;
-Provide high quality advise to senior management on strategic and programming issues pertaining to all aspects of counter narcotics (particularly Alternative Livelihoods Development (ALD) assistance, incl. provincial outreach); -Provide high quality technical advise on counter narcotics to high Government officials, including in the Ministries of Counter Narcotics, Ministry of Rural Rehabilitating and Development, Ministry of Agriculture, Irrigation, and Livestock as well as the Independent Directorate for Local Governance; -Carry out strategic oversight of planning, budgeting, implementing and monitoring of the Programme in consultation with the Operations team; -Ensure timely and high quality reporting on all programme activities; -Foster team-work and communication among staff working in the Counter Narcotics Capacity Building Programme; -Identify and develop new Programme areas; - Ensure consistency in all Programme activities with the Afghanistan National Development Strategy (ANDS), the National Drug Control Strategy (NDCS), the United Nations Development Assistance Framework (UNDAF) and other UNODC priorities and strategies; -Respond to emerging challenges and opportunities related to drug control; -Maintain close working relations with the Law Enforcement, Drug Reduction as well as Criminal Justice Capacity Building Programme with a view to identifying synergies and common needs and opportunities for action; -Develop and maintain close working relations with other partners, including donors, government authorities and other external institutions, as appropriate; -Undertake travel/missions both within Afghanistan and to other countries; -Accompany or represent the Representative at high-level meetings and conferences related to the counter narcotics mandate of UNODC.
