This position is located at the United Nations Office on Drugs and Crime at the Regional Office in Pretoria, South Africa, under the overall supervision of the Deputy Director for the Division for Operations and oversight carried out through the Integrated Programme Development and Oversight Section.
Within delegated authority, the Representative will be responsible for the following:
(1) Advocacy:
- Provide policy advice to the highest levels of Government for designated countries of the region (Angola, Botswana, the Democratic Republic of the Congo, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Zambia and Zimbabwe) on the development of regional and national long-term capacity-building in drug control and crime prevention, to promote adherence to and ensure consistency with the terms of the United Nations conventions drug control treaties, the Conventions against Transnational Organized Crime (UNTOC) and Corruption (UNCAC) and the international instruments to counter terrorism, as well as with the goals and objectives of the 20th Special Session of the General Assembly.
Represent UNODC's position and interests in the region especially within the host country and promote solid partnerships with Governments, institutions, civil society, regional and international aid agencies and financial institutions, parliamentarians and the media. This will be done by: -conducting research of existing economic and social conditions in the region as well as current policies and development plans relevant to drug control and crime prevention, -analyzing trends in crime, drug abuse, trafficking and production, -assisting the Governments of the region in the assessment of planning, design and management of response policy measures, in particular developing and proposing national/regional cooperation strategies, -providing support and leadership, with the concurrence of the Governments of the region for coordination of drug control and crime prevention assistance with UN entities, bilateral aid agencies and NGOs, -functioning as a repository and focal point for drug control and crime prevention related information, and -keeping UNODC Headquarters fully informed through periodic reports on the drug control situation. - Promote a better understanding of the importance of drug and crime related matters, encourage increased priority attention to all aspects of
drug control and crime prevention, and advocate the inclusion of these issues in government planning documents as well as in relevant programmes of other bilateral, multilateral and non-governmental organizations, by: -building support for UNODC local community, donors, NGOs and other local partners; -Undertaking resource mobilization initiatives aimed at attracting financial support to the work of UNODC; -Supporting substantively and logistically relevant regional initiatives, as well as leading and/or participating in thematic committees related to drug control and crime prevention.
(2) Programme development and Resource Mobilization:
- Formulate programme objectives as regards technical assistance for the region, in order to stress the essential importance for an effective technical cooperation of improved planning, by: -preparing a regional programme framework on envisaged UNODC assistance for the biennium concerned; -determining and recommending selection and identification of viable sub-programmes and projects to be developed within the regional programme framework; -negotiating or determining project execution and project funding modalities; and -coordinating and integrating envisaged UNODC programmes with activities of the United Nations, international financial institutions, bilateral aid programmes and NGOs. - Explore opportunities to increase the Regional Office's programme portfolio in line with UNODC strategy and governments' requests, raise programme volume, develop proposals and oversee their implementation, - Ensure that a resource mobilization strategy remains in place that promotes long-term involvement and financial and in-kind support and resources by governments, international, public and private sector donors to the work of UNODC for the core infrastructure and technical assistance programme of UNODC in the region, - Maintain regular consultations with counterparts and ensure that financial commitments (pledges) are timely honoured.
(3) Programme implementation:
- Coordinate, monitor and evaluate the overall progress of ongoing activities in the region in order to ensure the effective project/progamme delivery and use of funds as well as consistency, substantively, technically and financially with the objectives set forth in the programming tools, - In the project cycle management, approve directly project documents in conformity with UNODC Management Instructions (MI), intervene when difficulties arise, take remedial actions as required and identify appropriate solutions, - Manage corresponding budget and programme resources, - Ensure timely substantive and financial reporting, - Keep UNODC Headquarters informed of the progress being made. (4) Office management: - Manage the local
UNODC office, in order to ensure effective use of resources by: -setting priorities and establishing work deadlines, standards, and targets in accordance with the above mentioned goals, -supervising internationally and locally recruited staff assigned to the Office and acting as reporting officer for Performance Appraisal Reports, -liaising with agency and government personnel implementing UNODC financed-projects, -certifying expenditures against UNODC field office budget, preparing budget estimates, -controlling office and other accommodations, as well as vehicles and equipment funded from UNODC field office budget.
Competencies
Professionalism: Demonstrated professional competence and mastery in programme development and execution, advocacy as well as in providing seasoned effective specialized advice in a broad range of development assistance issues and on matters related to drugs and crime. Ability to negotiate and resolve complex and politically sensitive issues/problems with governments and cooperating institutions. Ability to ensure adequate preparation of reports and papers on technical issues as well as rationale with respect to key technical assistance decisions. Ability to supervise and to review the work of others. Up-to-date knowledge and practical experience of UN programme policies, guidelines and procedures. Be conscientious and efficient in meeting commitments, observing deadlines and achieving results; be motivated by professional rather than personal concerns; show persistence when faced with difficult problems or challenges; remain calm in stressful situation
