Under the direction of the Chief, Facilities Management Service (FMS), Office of Central Support Services (OCSS), Department of Management (DM), the incumbent is responsible for the supervision of overall activities of the Overseas Properties Management Section (OPMS), which includes preparation and coordination of Capital Strategic Reviews at seven (7) duty stations, including benchmarking for long-term construction, maintenance and operations globally; providing comprehensive facilities management policy guidance, construction guidelines and advice to Offices Away from Headquarters (OAH); monitoring and coordination of major maintenance, renovation and new construction; overseeing the internet site of Inter-Agency Network of Facilities Managers (INFM) which provides a forum to exchange strategies, ideas, policy, practical information and other agency-related issues; advises the Chief of FMS on related activities and programmes of OPMS; acts as secretary for Overseas Property Management Steering Committee. Within delegated authority, the Chief of OPMS will be responsible for the following duties:
* Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment.
* Identifies priorities, problems and issues to be addressed and proposes corrective actions; initiates follow-up actions.
* Prepares and submits consolidated OPMS budget proposals, assists and supports senior management in their representation to the ACABQ and at the Fifth Committee, when necessary.
* Meets regularly with Unit Chiefs and as appropriate by teleconference or videoconference with project managers and project coordinators at OAH's to review the status of special projects and assigned projects and identifies ways to resolve problems.
* Ensures that staffing levels are maintained particularly in order to facilitate the planning and executing of the OPMS's work programme.
* Coordinates activities related work programme, programme budget, and related financial documents.
* Coordinates policy research and development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies.
* Supervises preparation of various written outputs, e.g. background papers, analytical reports, audit responses, management letters, substantial sections of reports and studies, etc.
* Oversees, plans, and supports INFM Conference and other consultative meetings.
* Provides overall direction of project management programmes which include planning, design, construction and contract administration for varying scales of construction at OAHs and at Headquarters as appropriate.
* Travel is required.
* Perform other duties as required.
