Chief, Programme Planning and Budget Section

Under the general guidance of the Chief of Financial Resources Management Service (FRMS), the incumbent is responsible for the management and supervision of the activities of the Programme Planning and Budget Section (PPBS) and stands accountable for the outputs to be delivered by the Section; he/she exercises administrative and personnel management of the staff and resources of the Section; plans, organizes and manages the work programme of the Section in the areas of budget preparation and administration, salaries/allowances policy administration, and services provided to extrabudgetary programmes, more specifically: * Prepares inputs for the work programme of the Service and makes recommendations on the level of resources required for completion of outputs and timely delivery; carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets; monitors performance parameters and critical indicators; reports on budget/programme performance; prepares inputs for results based budgeting (RBB). * Plans, organizes and manages the preparation of the Strategic Framework for the Division of Administration; coordinates subsequent actions related to periodical results based management reporting; plans, undertakes and analyses results of annual client satisfaction survey for the Division of Administration; in coordination with Programme Planning and Budget Division (PPBD), provides support to relevant intergovernmental and expert bodies. * Coordinates the preparation of budget submissions; reviews, analyses and finalizes cost estimates and budget proposals from offices under the Section purview; ensures compliance with the Strategic Framework and other legislative mandates. * Under delegated authority from OPPBA, issues allotments and related staffing tables, including redeployment of funds when necessary; coordinates post management actions (regular budget and extrabudgetary funds); monitors regular budget and extrabudgetary expenditures; reviews cost plans, in compliance with regulations and rules; reviews, analyses and finalizes programme budget implications (PBI) for submission to PPBD; monitors variances between approved budgets and actual expenditures; prepares financial papers and Notes verbales for assessing extrabudgetary meetings in the Disarmament area and determines final apportionment of expenses following the closing of meetings; recommends to the Chief of the Service designations of Certifying Officers for UNOG held accounts; participates in meetings on matters related to resources requirements, programming and budgetary issues; prepares and finalizes reports and correspondence for management on budgetary issues, including guidelines and instructions; reviews and analyses budgetary policies and procedures; makes recommendations for changes and/or modifications; holds overall certifying authority for all Geneva-held accounts. * Formulates recommendation to the International Civil Service Commission (ICSC) towards revision of the Daily Subsistence Allowance (DSA) rates for Switzerland; coordinates with the ICSC on behalf of all Geneva-based common system organizations the periodical salary surveys for post adjustment review and the periodical surveys on GS salaries; formulates recommendations towards the annual interim adjustment to GS salaries. * Prepares and revises Memoranda of Understanding (MOU); establishes the parameters governing the reimbursement for such services; submits billings for services provided; collects workload data for and billing to clients; updates the circular on reimbursement for space/other services provided to client organizations. * Provides policy guidance on budgetary matters to implementing offices; provides training on budget methodology, formulation, monitoring, RBM, certification and other related matters.
