The position is located in the Peacekeeping Financing Division (PFD) of the Office of Programme Planning, Budget and Accounts, Department of Management. Peacekeeping Financing Division supports the Controller in exercising accountability for the financial resources made available by Member States for peacekeeping operations, which has reached the level of USD 7.9 billion for the financial year 2009/10. The Division is committed to an ongoing change process to ensure the highest effectiveness and efficiency standards in budget preparation and presentation, including results-based budgeting (RBB). The working environment of peacekeeping operations is dynamic, and the PFD team is highly committed to meeting the corresponding demands. The main partners of the Peacekeeping Financing Division are the peacekeeping missions, the Departments of Peacekeeping Operations and Field Support, the legislative bodies and troop-contributing countries.
Under the guidance of the Chief of the Mission Support Unit, the incumbent is expected to draft and finalize the report on the updated financial position of closed peacekeeping missions and the Overview report on peacekeeping operations, including analyzing budgetary performance of peacekeeping missions and reviewing proposed management initiatives at Headquarters and in field missions, and obtain clarifications and justifications from DPKO/DFS. The incumbent is also expected to develop updated budgeting parameters such as the mission average salary costs which are used by Budget Officers in the Division in the preparation of peacekeeping missions' budgets and participate in the design of budget costing forms and templates; monitor the cash position of the peacekeeping special accounts and make recommendations on the levels of quarterly reimbursement to troop- and formed police- contributing countries for personnel and equipment; respond to inquiries from troop- and formed police- contributing countries on levels of reimbursements and outstanding payments for their contributions. The incumbent supports the Director and the Unit Chief in the presentation of budgetary reports to the Advisory Committee on Administrative and Budgetary Questions and Fifth Committee of the General Assembly, and prepares supplementary information. The incumbent actively participates in organization, preparation and conduct of training of headquarters and field peacekeeping staff in the Funds Monitoring Tool (FMT), conducted through visits to field missions, provides business guidance and support to the technical team on enhancements and coordinates with HQ and field mission personnel on issues encountered in use of FMT. The incumbent may also be assigned projects involving: training; information technology; cross mission analysis or other research on policy-related issues in respect of administrative and budgetary aspects of peacekeeping; and be requested to perform other related duties assigned by the Unit Chief, including team assignments for Division-wide initiatives.
