Under the direction of the Chief Field Personnel Operations Service in the Field Personnel Division (FPD) and within delegated authority, the Chief of Integrated Human Resources Management Regional Section will be responsible for the following duties: * Plan, organize, manage and supervise the work of the assigned Section; develop and deliver proactive and innovative approaches to the delivery of human resources services as well as to strategic issues related to civilian staff in peace operations; advise in consultation with appropriate Sections of FPD the Chief Civilian Personnel Officers on the application of policies, procedures and practices in peace operations; coordinate the development of human resources programme plans and budgets to meet immediate and expected mission needs, as related to start-ups, expansions, downsizing, liquidation and other mandate changes. * Ensure the delivery of presentations, briefings, notes and reports as required: represent the Chief, Field Personnel Operations Service in meetings and coordinate with other Offices within the Secretariat as required. * Identify vacancies and establish monitoring plans to ensure the timely filling of posts, exercise delegated authority in appointment, travel and administrative matters, approve recommendations for selection, salary recommendations and sign offers of appointment up to and including the P-5 level and individual contractors / consultant contracts; approve grants of Special Post Allowance to field staff up to and including the P-5 level; act as certifying officer and cost center manager for related budgets and certify travel for newly recruited staff, military observers, police officers and official travels of staff members of the Department; monitor expiration of appointments and ensure proper administration of extensions and letters of appointment; and approve recommendations on requests for discretionary decisions on exceptions to policies, regulations and rules, as appropriate within the delegated authority. * Lead and assess performance of members of the Section and recommend appropriate modifications, with justification, to allocated resources and work plans to support the needs of a group of peace operations.




Competencies
* PROFESSIONALISM: Knowledge of all aspects of human resources management; ability to analyze and oversee complex issues related to application of human resources policies and financial rules and regulations in UN peace operations. Ability to defend and explain difficult issues with respect to key decisions and positions to staff, including senior officials. Ability to prepare written reports that are clear and concise. Ability to plan and organize the work of the Section requiring an in-depth understanding of its strategic direction and ability to integrate the work of the Section into the Department / Division work programme. Ability to build and manage teams and create an enabling environment, including the ability to effectively lead, supervise, mentor, develop and evaluate staff and design training. Tactful negotiating skills. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.
