Staff Counsellor

Under the supervision of the UN Medical Director, Medical Services Division, Office of Human Resources Management in the Department of Management, the incumbent will be responsible for the following duties: - Provides and supervises counseling services in New York headquarters; develops policy proposals related to mental health in the UN system; responsible for the daily functioning of the Staff Counsellor's Office, including budget and workplan management, recruitment of qualified candidates for job openings, and staff performance evaluations. - Advises and performs preliminary evaluations in staff experiencing personal difficulties, workplace conflict issues, or psychiatric emergencies; advises on organizational psychosocial issues; determines the need for referral to appropriate mental health and substance abuse treatment providers; deals directly with a wide range of emergencies, including Critical Incident Stress, acute depression and anxiety, verbal and physical threats to colleagues/organization, threatened or abandonment of spouses and dependents; - Develops and maintain relationships with New York City and State mental health practitioners for access and referrals; designs and implements Mission Readiness and Peer Helper training programs; keeps abreast of developments in Organizational Psychology, Psychiatry and Substance Abuse.- Assists Medical Officers with case management and evaluation of psychiatric emergencies related to consultations, medical evacuations, sick leave, and disability; coordinates on training programs related to Staff Counsellor's Office, and coordinates HIV in the workplace programmes. -Manages the Staff Emergency Fund: raises funds, ensures annual reporting, requests services of auditors, publishes reports; chairs the Board of the Staff Emergency Fund.




Competencies
Professionalism - Knowledge of a range of theories, techniques and methods in working with clients as individuals, families and groups. Knowledge of current treatments of psychiatric and substance disorders including psychopharmacology for case management. Knowledge of the New York State Mental Health System and Mental Health Laws, with knowledge of the health insurance system of the United States as it relates to mental health and substance abuse. Takes responsibility for incorporating gender perspectives
