Information Systems Officer

Within limits of delegated authority, the Information Systems Officer (Data Warehouse Project Management) is responsible for the following duties:
* Plans and directs major systems projects of significant importance to OHRM in support of the enterprise human resource reporting requirements globally. In particular, oversees the HR data warehouse design and leads analysis and documentation of the Organization's business needs in reporting;
* Provides expert advice on analysis of projects; identifies the need for new systems (or modifications to existing systems) based on business needs and liaison with clients; develops plans for feasibility assessment, functional specification, and implementation; formulates, in collaboration with the project team, to prepare project plans, time and cost estimates;
* Develops cost proposals for contractual services; oversees the technical evaluation of proposals received and manages the contract service;
* Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with stakeholders and users on all aspects and during all phases of development and implementation.
* Ensures tight and seamless integration with legacy systems of record (e.g. IMIS, PMStars, the Nucleus and Galaxy) for data extraction to and from the data warehouse;
* Designs integration with the new Inspira system (PeopleSoft) for data exchange and report generation; ensures data quality and integrity in the data warehouse; provides oversight of the building of the self-service reporting portal;
* Designs and ensures implementation of data security rules and models; ensures that the all aspects of the data warehouse are implemented in line with industry best practices and Secretariat standards.
* Provides professional leadership and work direction to project teams;
* Facilitates communications between the Human Resources Information Systems Section and its major clients for good client relations;
* Supports the ICT Governance Board, organizes the periodic meetings of the board, prepares the necessary documentation for the board to efficiently make accurate decisions regarding IT project priorities;
* Keeps abreast of developments in the related field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.
* Provides professional leadership and work direction to assigned project team;
* Contributes substantially in planning and preparation of the budget, work program and spending plan of the Section.





Competencies
PROFESSIONALISM - Knowledge of systems design, and development, management, implementation and maintenance of complex information systems. Ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters. Knowledge of a range of computer languages and development paradigms, knowledge of organization's information infrastructure and IT strategy as it relates to user area(s).
